12 minutes video recording limit

I know this question has been treated in various ways but there are many answers, which may be true all at once or none at all: can you do something about the 12 minutes video recording limit?
The answers I have found in various threads, here and elsewhere:
1 The limit is built in to prevent overheating. 2 The limit is built in for tax reasons, in order for the camera not to land in the video-camera category und thus be more expensive. 3 It has to do with the FAT32 format that only allows for max. 4GB. 4 You can use the "restart recording" feature in ML to start further recordings after the limit has been reached but must accept about a second of missing footage between two recordings, as part of that setup.
Who can tell which is true?
Would formatting in exFat/Fat64 help matters?
Would it be possible to clear up the questions and answers centrally to this topic centrally, here and perhaps in a FAQ? There are many who are mainly interested in what these cameras can do in terms of video, so this is one of the first topics to deal with.
