DateTime(Date, TimeZone) constructor fails to negate timezone offset

Hg uses a backwards format for timezones: https://www.selenic.com/hg.1.html
Note that it says, "seconds west of UTC (negative if the timezone is east of UTC)." So my current timezone (US EDT, which ISO8601 would call UTC-500) , which Java would describe as -14400000 ms, would be described by hg as +14400 seconds.
