Prevent commits if the file list is stale

I find that I frequently commit a change, only to find that the file list next to the commit dialog was stale and only part of the total set of changes I wanted to commit was actually committed.
It would be really helpful if either:
The "commit" button warned or prevented the commit if the file list was determined to be stale, or
The file list was kept up-to-date (so the problem was avoided entirely)
As is, I run into this problem almost every day because I forget to hit the refresh button when the file list shows most of the changes I expect to see. Usually I realize right away and can rollback and then recommit -- sometimes I don't realize that some files were missed until after I've pushed my changes, so a rollback is no longer appropriate.
(This happens with Tortoise 2.1.1, as distributed with the Kiln client.)
