Installed TortoisePlink.exe "couldn't agree a client-to-server cipher" with Pageant

The TortoisePlink.exe distributed with tortoisehg-2.1.3-hg-1.9.2-x64.msi is not correct when using with pageant. Whenever a communication attempt on SSH is established it throws an error dialog:

When TortoisePlink.exe was replaced with the one that ships with TortoiseSVN 1.6.16 x64 , the error was not throws and the things worked perfectly fine. I was using putty v0.6.
