Creating a subrepo gives error abort: invalid mode ('r') or filename

When I try to follow the process of converting a folder into a subrepository as defined here: http://mercurial.aragost.com/kick-start/en/subrepositories/#converting-folder-into-a-subrepository I get abort: invalid mode ('r') or filename

This has already been identified in http://mercurial.selenic.com/bts/issue3311 and following that article I rolled back from 2.3.1 to 2.1.0 and no longer get the error. However it is still present in 2.3.1, I am using Window 7 64bit

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
