ImportError: No module named repo

I upgraded to TortoiseHg 2.5 for Windows 64-bit with Mercurial 2.3.1 and now I get the following error:
{{{ #!python ** Mercurial version (2.3.1). }}}
From the command line, I get something similar
abort: No module named repo!
I have un/re-installed with no change in behavior.
Thanks
