"Export" => "Copy Patch" works incorrectly on the revision adding new files

This can be reproduced in the repository created by steps below, with TortoiseHg 2.11.1 on Windows7 64bit:

hg init repo
echo a > repo/a
hg -R repo commit -Am 'add file a'
On the revision adding file "repo/a", "Export" => "Copy Patch" does absolutely nothing (content of clipboard is kept)
In the other hand, "Export" => "Copy Patch" works well for the revision adding file "repo/a" in the repository created by steps below (at least on my environment).

hg init repo
hg -R repo branch foo
hg -R repo commit -m 'create branch'
echo a > repo/a
hg -R repo commit -Am 'add file a'
In both cases, "Export" => "Export Patch ..." works well. So, target revisions should be valid.
In addition to it, according to another user using thg 2.10 on Win, "Export" => "Copy Patch" may drop only the part to add new file into new directory from the patch of the export target revision (I can't reproduce this yet).
