Clearing a shelf does not create a backup of the current shelf state in Trashcan.

After moving a number of changes to a shelf, then clearing the shelf, the latest backup of the shelf in Trashcan was missing the last change moved to the shelf. The backup the file that changed was there, though. So no data was lost, but if there were a lot of changes on the shelf figuring out which one is missing is difficult.
To reproduce:
- Create a new repository.
- Commit three files.
- Change all three files.
- Shelve two of the files.
- Clear the shelf.
- Look in Trashcan.
The two files shelved are backed up, as well as the original empty shelf and a shelf with only one file change. The clear should backup a shelf with two file changes.
