How do I compress several local commits into one commit before push

I have three consecutive commits on the tip of the default branch for 1 feature that I would like to merge/compress/combine into one commit before I push them.
I feel sure that this feature used to exist. The Compress history... command (which you might hope would do this) is enabled if you select 2 commits, and then seems to duplicate the latest commit, and achieves nothing except an additional commit.
Has something gone wrong in this region?
If you select two commited items you can also get the Rebase... command, which has a check box for Collapse the rebased changesets. This also disappointing in that it opens (for me) Notepad with a prompt to type in a commit message, then AFAICT nothing happens when you save the text and close Notepad.
