shellext: Hide "Hg Clone..." etc on versioned directories

Not a big deal, but a distraction nevertheless: If the "Hg Clone..." or "Hg Create Repository Here..." items are included in the Explorer Extensions Settings, these items get shown in the context menu even if the respective directory already contains a Hg repository. The little turtle's siblings TortoiseSVN and TortoiseGit sensibliy hide these items in that case, and so should TortoiseHg IMO. (Items like "Hg Commit..." are suppressed on non-versioned directories, so TortoiseHg does take the difference into account already.)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
