file can't be committed if it has unusual characters in the filename

When I add a new file to a folder and then ask TortoiseHg to add those files to the associated repository, I expect it to add those files to the repository.
Also, I expect the TortoiseHg Workbench to show me the size of each file in the "Size" column.
To reproduce:
Open File Explorer to show a working folder associated with a mercurial repository. Use your favorite web browser to go to http://www.walltech.cc/the-walltech-smart-watch/ , and drag-and-drop the URL line into a working folder. This creates a ".url" shortcut file that any text editor will show contains a URL. (File Explorer displays some unusual graphical symbols in the filename. Is there an easier way to create test files with such symbols in the filename?).
Open TortoiseHg workbench to view that mercurial repository. In the file list I see "The Walltech Smart Watch v6.0 (idea) - W?LLT?CH.url". (TortoiseHg displays the unusual graphical as "?", which I think is better than trying to render some symbol that is only a few pixels different from some ASCII character).
In the file list, the "Size" column is completely empty for that file -- it doesn't even show me the "0" that I see in that column for some other files.
The diff view pane says
File or diffs not displayed: [Error 123] The filename, directory name, or volume label syntax is incorrect: 'C:\Users\dc\Documents\43 folders\4/The Walltech Smart Watch v6.0 (idea) \x96 W?LLT?CH.URL'
When I try to add that file to the repository, I get this error message:
