In particular, the `time` subcommand does not run hg directly but runs shell scripts that might run hg. In some other cases this is pointless, but having a single code path for spawning a sub-process is simpler.

Previously, the SHA-256 hash of a dataset archive would change at every repeated run. I suspect this was because the blackbox extension writes to .hg/blackbox.log
