Difference in sharedStrings.xml encoding between openpyxl and MSExcel

MSExcel 2010 (windows 10) save text with UTF-8.
<?xml version="1.0" encoding="UTF-8" standalone="yes"?>
<sst xmlns="http://schemas.openxmlformats.org/spreadsheetml/2006/main" count="1" uniqueCount="1"><si><t>фывффы фывфыв фывфыв фыв</t></si></sst>
but openpyxl (2.5.8 and lxml-4.0.0) with html-code
<sst xmlns="http://schemas.openxmlformats.org/spreadsheetml/2006/main" uniqueCount="1"><si><t>фывфыва фываыфва фываывфа ва</t></si></sst>
Is it correct? This text under Excel 2010, running on Mint18 with PlayOnLinux, looks like In excel on windows this text looks correctly.
May be it would be better make behaviour identical in openpyxl and MSExcel? Or add option to save with utf-8?
