Nonzero float values less than 0.1 are read as unicode strings

ISSUE:
Float values in excel spreadsheets less than 0.1 are read as unicode strings instead of floats.
STEPS TO REPRODUCE:
#Open a workbook with some cells containing nonzero values less than 0.1 #Get the type() of the cells with those values. #Note that the type() of those values will be unicode instead of float
EXPECTED BEHAVIOR:
Values less than 0.1 should still be floats, and not unicode strings.
CURRENT WORKAROUND:
Check the string values for "0000" or "9999". It's likely these should be floats, handle them appropriately for your data.
