row_dimensions[i].visible return True even if row i is hidden

Want to read a xlsx file where some rows and column are hidden. I want to decide if a given row/column are hidden.
If ws is a worksheet, then ws.column_dimensions['A'].visible return True if the column A is visible and False if the column is hidden.
But if I do ws.row_dimensions[i].visible then I get True even if the row i is hidden.
Have I misunderstood the use of row_dimensions or is this a bug?
