Allow to deactivate action keywords

There are some window actions that are designed to be used for several models (for example the Sales relate). Some users may want to customize the domain of an specific model (for example just update the sales domain) without altering the definition of the others models.

In order to achieve that,we need to deactivate action keywords (so the keyword of a specific model is not shown) and keep the action active for the other models.
