Neso retirement

We are going to retire neso >= 4.0
The tasks are:

- Publish an announce
- Remove download links on the website
- Hide package on PyPI
- Move repository to deprecated

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
