Starting a stable branch for HGitaly
Althoug HGitaly is currently useless for the current "stable" Heptapod series, it is installed and activated by the HDK. We therefore at least need it to be loadable: otherwise all `hg` calls will warn for load failures on stderr, which looks from the Rails app as a failure. This is obscure and wastes lots of time in debugging sessions when uncertainty is high. Another option would have been to add some version detection logic in the HDK but as soon as Heptapod 0.17.0 is released, we'll - need a stable HGitaly branch anyway - the version detection logic would turn into dead code
